The Oregon Employment Department says it is preparing for a surge in unemployment claims after Gov. Kate Brown announced a statewide “freeze” to combat the spread of COVID-19. The department has struggled with delays in getting people unemployment benefits throughout the pandemic. We speak with OED acting director David Gerstenfeld.
