Arcata is planning for population growth. In December, city officials released a draft plan to rezone 64 square blocks of west of the plaza to accommodate apartment buildings.

Critics say the plan provides insufficient details on how police, fire, and wastewater treatment systems will handle the growth.

The city's chief planner says that conversation is premature. David Loya says the community must first decide on land uses and maximum building heights in the Gateway.
