The Humboldt Bay nuclear power plant generated local electricity for 13 years, but has taken 40 years and almost $1B to decommission. "Bad things were beginning to happen at that plant," recalls Bob Rowen, a former Marine-turned-nuclear control technician at the King Salmon facility.
