New zoning code could lead to displacement

The Portland City Council recently passed a dramatic overhaul of its zoning code to allow more housing density in the city’s residential neighborhoods. The Residential Infill Project allows duplexes, triplexes and fourplexes to be built in neighborhoods currently zoned for single-family homes. Proponents of the policy say that it will lead to more affordable housing in the city. But Andre Baugh, a former Planning and Sustainability Commission member, fears that the policy will actually displace the city’s most vulnerable community members. He joins us to talk about his concerns.
